Flint's emergency financial manager is guaranteeing a majority of the general fund will go toward public safety.
Ed Kurtz signed a city ordinance that will commit more than 55 percent of the city's general fund to the police and fire departments.
The ordinance would prevent city leaders from diverting the money to other departments, regardless of whether a new five-year millage for police and fire is passed by Flint voters.
